Alice F. Morris
Compliance Officer
Alice F. Morris will provide compliance expertise and support for PHASE Housing Management, LLC. Ms. Morris has over thirty (30) years of experience in the housing management field from site management to the management of multiple communities. That experience includes managing both conventional and affordable housing. Ms. Morris is a certified professional in affordable housing; specializing in compliance management of Project-Based Section 8, Low Income Housing Tax Credit, and Tax-Exempt Bond housing programs. She has extensive experience working with owners, boards of directors, regulatory agencies, and limited partners. With her extensive experience and diverse background, Ms. Morris can provide owners and the property staff with the information and assistance needed to understand the HUD contracts, restrictive covenants, and other regulatory agreements that govern their affordable housing property.
Previous to working with PHASE, Ms. Morris worked as the Senior Compliance Specialist for Triumph Housing Management and was responsible for the regulatory compliance and oversight of an affordable housing portfolio of more than 10,000 units. The portfolio consisted of Low-Income Housing Tax Credits/HOME, Tax-Exempt bonds, Project-Based Section 8, 811, RAD, and USDA 515 RD financing. Her responsibilities included ensuring that HAP vouchers were submitted to HUD timely and accurately, performing tenant file reviews and site visits, training for on-site staff, maintaining and updating forms and communications from HUD and State Agencies, preparing the site staff for LIHTC reviews by the State Agency and for MORs by HUD or Contract Administrators, coordinating the response to HUD and/or State Agencies for on-site reviews and desk audits, State Agency reporting requirements. Ms. Morris maintained positive relationships with State Housing Agencies and Contract Administrators. She was also the 504 Coordinator for the company.
Prior to Triumph Housing Management, Ms. Morris worked as a Regional Manager for HSI Management in Atlanta, GA. She was also the Director of Administration and Compliance for Corcoran Jennison Management. She was also the owner of a management company called B&W Investments where she managed a portfolio of thirteen multi-family housing properties, totaling over 2000 units, throughout the Atlanta metro area and North Georgia. Most of these properties operated under or were converted to affordable housing programs, i.e., Low Income Housing Tax Credits, HOME, Bond financing, USDA 515 (Farmers Home), or RTC.
Ms. Morris has earned many industry certifications to include the following: National Associate of Housing Professional Executives (NAHP-e), Certified Occupancy Specialist (COS), Certified Professional of Occupancy (CPO), Certified Apartment Manager (CAM), Housing Credit Certified Professional (HCCP), Specialist in Housing Credit Management (SHCM), and Management and Occupancy Review Specialist (MORS) - which makes her well-suited to design a compliance monitoring and training program that will result in the successful management of LIHTC, Section 8 or other affordable housing properties.
Her training and experience have made her a skilled professional in processing and auditing tenant files, resolving issues of file non-compliance, and training the property staff. An active member of SAHMA, she was awarded the Ed Sisson Leadership Award in 2010 and was named State Meeting Coordinator of the Year in 2014.
A native of Kansas, Ms. Morris received her degree from Washburn University in Topeka, KS.
